Medicaid community engagement requirements: what states verify, and when

States must apply community engagement requirements to certain adults in the Medicaid expansion group by January 1, 2027, under CMS-2454-IFC. States making a good-faith effort may receive more time from CMS. States verify at application and at renewal, and may choose to verify more often. CMS points states first to data they already hold, such as recent claims and diagnosis codes, before asking enrollees for documentation. Expansion adults also move to six-month renewals, and states must update addresses from reliable sources such as postal change-of-address data and managed care plans. Enrollees keep their notice and fair hearing rights. Dates as of October 2026.

The Tidegate engine helps agencies find exemption and activity evidence already in their records and file it to the right case, so caseworkers decide on complete evidence and fewer people are asked for paperwork the state already has.
