Safe Harbor or Expert Determination: two paths, two output modes
HIPAA allows two de-identification methods. Safe Harbor removes 18 specified identifiers, including those of relatives and household members, reduces dates to the year, and requires no actual knowledge that the rest could identify someone. Expert determination relies on a qualified expert who applies statistical or scientific methods and documents that re-identification risk is very small for the anticipated recipient and use.
The Tidegate engine supports both. Safe Harbor mode applies the rules directly. Expert Determination mode keeps the time between events with per-person date shifts and measures risk on the output for your expert to review.
